The partnership between Lithuania and Azerbaijan has been strengthened by the successful implementation of the EU Twinning project

After more than 2 years of implementation, Lithuanian institutions - Office of the Government of Lithuania, European Social Fund Agency and Civil Service Department under the Ministry of the Interior of the Republic of Lithuania - finished the EU Twinning project in Azerbaijan in the field of Civil Service system reform.

The ambassador of European Union and the Head of EU Delegation in Azerbaijan Kestutis Jankauskas wished that the investments would lead to tangible results and significant changes for the citizens of the country and emphasized that the EU delegation will continue to support country’s public administration system reform.

During the closing event on 25th of January 2019, Maleyka Abbaszadeh, the director of Azerbaijan Civil Service Selection Centre, overviewed the impact of the project and emphasized that the results achieved through joint efforts are crucial for the ongoing reform of the civil service, and at the same time will be a strong basis for future projects.

Ambassador of the Republic of Lithuania to the Republic of Azerbaijan Valdas Lastauskas and Vice-Chancellor of the Office of the Government of Lithuania and Project Manager Alminas Maciulis welcomed representatives of Azerbaijan’s state institutions. Alminas Maciulis, who led the Lithuanian team, was pleased by the strengthened partnership between the two countries, thanked for the opportunity to collaborate with such a strong team of Lithuanian and Azerbaijani experts and celebrated the achievements. “Lithuanian will always remain a friend and reliable partner of Azerbaijan” – the project leader emphasized.

The Resident Twinning Advisor, Deputy Director of Civil Service department of Lithuania, Edvardas Zukauskas, presented project results, distinguishing the adoption of Civil Service Development Strategy for 2019-2025. The strategy covers such recommendations as strengthening of institutional structure of civil service, implementation of personnel management based on the available competences, development of information technologies in the management of public service, etc. As a significant result of the Twinning project, a draft Law on the Salaries of Civil Servants was prepared, which proposes to set the salary in terms of performance. Edvardas Žukauskas also emphasized the exchange of information and cooperation that took place during this project through numerous meetings, discussions, seminars and visits, which made it possible to spread widely the best human resource management practices of the European Union countries in the Azerbaijani civil service.

Project “Support to the Civil Service Commission in further reforms of the civil service system in Azerbaijan” has been running since October 2016, until January 2019. Project budget – 1.2 million euro. Since 2008, Lithuania has won and implemented 8 European Union Twinning projects in Azerbaijan.
