Azerbaijanis and European partners celebrate the achievements of the twinning project “Support to implementation of the mandatory health insurance system in Azerbaijan”

On July 11th, during a closure event in Baku, State Agency for Mandatory Health Insurance and European partners, France and Lithuania, celebrated the achievements of the EU Twinning project “Support to implementation of the mandatory health insurance system in Azerbaijan”.

This project has been implemented by the French Cooperation Agency for International Technical Expertise (Expertise France) and Lithuanian social security entities - Ministry of Social Security and Labour, State Social Insurance Fund, National Health Insurance Fund under the Ministry of Health. 2 years of intense cooperation between The State Agency on Mandatory Health Insurance (MHI) under the Cabinet of Ministers of Azerbaijan and European institutions is finishing.

Opening the event, Chairman of the Executive Board of the Agency, Mr. Zaur Aliyev expressed the dedication of the Azerbaijanis government to provide quality health service and decrease out of pocket payment. He spoke about efforts made in the past years for the introduction of mandatory health insurance (MHI). “A package of services and offers on tariffs is being prepared, the process that determines the methods of financing mandatory medical insurance is being completed”, Aliyev said. He indicated that the Twinning project has reached all the targets and expressed gratitude to the leadership of the EU Delegation, as well as to experts from Lithuania, France and Estonia, who worked closely with SAMHI's experts.

He also noted that by the end of 2019, as part of the preparatory work in the cities and regions of the country, educational activities will be held to familiarize the population with health insurance and its benefits. Over a period of 3.5 years, in three cities of Azerbaijan, namely Mingachevir, Yevlakh, Agdash, a test project on MHI has been implemented, which fully paid off and the opinions of international experts prove this. Mandatory medical insurance will be applied in Azerbaijan from January 1, 2020.

Ambassador Kestutis Jankauskas, Head of the European Union Delegation to Azerbaijan, reaffirmed the will of the EU to support SAMHI and the implementation of MHI in the future for increasing of the Human Capital Index in Azerbaijan.

The EU sponsored Twinning project “Support for the Mandatory Medical Insurance System in Azerbaijan” started in August 2017.
