The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit concepts and applications for the implementation of development cooperation projects under the Development Cooperation and Democracy Promotion Programme in 2018.

Financing will be provided for the projects that are in line with the Inter-Institutional Action Plan on Development Cooperation guidelines adopted by Resolution No. 937 of the Government of the Republic of Lithuania on September 21, 2016.

  1. The Ministry of Foreign Affairs calls for submission of CONCEPTS for the implementation of administrative and institutional capacity building projects in the Eastern Partnership region, supporting the implementation of reforms in the countries, parties to the EU Association Agreement, with a particular emphasis on the areas of fight against corruption, strengthening public administration, legal sector, gender mainstreaming, taxes, banking, transport, energy, environmental protection, budget planning and control.

          The total amount earmarked for all these projects in 2018 is EUR 100,000.

The Central Project Management Agency (CPMA) will administer projects.

Requirement: the financial contribution of the project manager should amount to at least 20 % of the total project value. This financial contribution might be the donated by international donors or partners.

  • Republic of Armenia (The Central Project Management Agency (CPMA) will administer projects):
  1. Promoting social and economic activity in the regions of Armenia.
  • Republic of Azerbaijan (CPMA will administer projects):
  1. Promoting social and economic activity in the regions of Azerbaijan.
  • Republic of Belarus (CPMA will administer projects):
  1. World Belarusians meeting in Vilnius;
  2. Sharing Lithuanian experience in the field of cultural heritage preservation in Belarus;
  3. Promoting youth’s social and economic activity in Belarus.
  • Georgia (CPMA will administer projects):
  1. Transfer of good practices in the field of adaptation to and mitigation of climate change in Georgia;
  2. Promoting women’s social and economic activity in Georgia;
  3. Sharing Lithuanian experience for successful regional development in Georgia.
  • Republic of Moldova (CPMA will administer projects):
  1. Transfer of good practices in the field of adaptation to and mitigation of climate change in Moldova;
  2. Promoting women’s social and economic activity in Moldova;
  3. Sharing Lithuanian experience for successful regional development in Moldova.
  • Ukraine (CPMA will administer projects):
  1. Support for education in the areas affected by the conflict in Eastern Ukraine;
  2. Regional development in Ukraine by strengthening partnership between municipal institutions and local communities;
  3. Assistance for Ukraine in the field of psychosocial rehabilitation;
  4. Support for Ukrainian citizens affected by the annexation of Crimea and the conflict in Eastern Ukraine;
  5. Capacity building in the field of Ukraine’s historical and cultural heritage preservation.
  • Eastern Partnership Region:
  1. Strengthening of analytical and independent media in the Eastern Partnership countries (CPMA will administer projects);
  2. Enhancing the efficiency of legislature in the Eastern Partnership countries (CPMA will administer projects);
  3. Dissemination of independent information and strengthening of democratic processes in the Eastern Partnership countries by sharing Lithuanian experience (Ministry of Foreign Affairs will administer projects);
  4. Strengthening partnership with business for achieving United Nations Sustainable Development Goals 2030 (CPMA will administer projects);
  5. Strengthening the coordination and mutual cooperation in the implementation of Association Agreements between the European Union and Georgia, Moldova, Ukraine (CPMA will administer projects).
  • Migration origin, transit and destination countries and regions (CPMA will administer projects):
  1. Lithuania’s support for migration countries in the Middle East region in the field of education;
  2. Support for creating jobs in the Republic of Mali to stop illegal migration.
  • Public education and awareness about development cooperation projects (CPMA will administer projects):
  1. Documentary Film Festival on the development cooperation theme.
  2. Youth education on United Nations Sustainable Development Goals by 2030 and promotion of volunteering.

A total of EUR 623,500 will be allocated to these projects in 2018.

While evaluating submitted concepts and applications for projects, attention will be paid to the horizontal priorities of development cooperation: strengthening democracy and human rights, promotion of gender equality, promotion of women’s social and economic engagement, environmental protection and fight against climate change. Particular attention will be paid to the way the project transfers Lithuania’s European integration experience to the Eastern Partnership countries and disseminates the above-mentioned experience in the regions undergoing transformation.

Submitted concepts and applications for projects must conform to the multilateral and/or bilateral strategic agreements between partner country, EU and Lithuania, and/or development strategies of the partner country.

Applicant must have at least one partner in the country where the project will be implemented. A partner is not obligatory, when the project relates to the promotion of democracy or public information, or if a concept or application for a project is submitted by an entity of the partner country or by an international organization.

Lithuanian and foreign legal persons, organizations, their subdivisions, and individuals are invited to submit concepts according to the established form (Project Concept Form) and applications according to the established forms (Project Application Form and Project Application Estimate Form) for projects, in Lithuanian or English, together with required attachments. The implementation time of a project may be one or more years.

Ministry of Foreign Affairs of the Republic of Lithuania calls to submit applications for the implementation of the projects of Development Cooperation and Democracy Promotion Program in 2017.

      2. Entrepreneurship Promotion and Aid for Trade for the Implementation of AA/DCFTAs Agreement with the EU. (Up to 40 000 EUR).

Requirement: Project implementer's contribution shall not be less than 20 percent of the project budget. The international donors or partners might donate financial contribution.

       3. Youth Education on Sustainable Development Goals by 2030 (Up to 20 000 EUR).

Project Application shall conform to the multilateral and (or) bilateral strategic agreements of the EU, Lithuania and the Partner Country, and (or) development strategies of the Partner Country.

Project implementer should have at least one partner in the Partner Country. The partner is not obligatory, when project relates to The Public Information or Democracy Promotion or the Application for Project is submitted by the Subject of the Partner Country or International Organization.

Ministry of Foreign Affairs of the Republic of Lithuania calls to submit concepts and applications for the implementation of the projects of the Development Cooperation and Democracy Promotion Programme in 2017.

Financing will be provided for projects that are in lines with the National Development Cooperation Action Plan guidelines, adopted by the Resolution No. 937 of the Government of the Republic of Lithuania on 21st September 2016.

  1. Ministry of Foreign Affairs calls for submission of CONCEPTS for the implementation administrative and institutional capacity building projects in the Eastern Partnership region, supporting the implementation of reforms in countries related to EU Association Agreement, with a particular emphasis on reforms in the areas of fight against the corruption, strengthening public administration, justice, police, customs and trade, taxes, small and medium business, state-owned enterprises, energy, environment protection, budget planning and control. Priority areas: Ukraine – register, energy; Moldova – banking sector, customs, civil protection; Georgia – fight against the corruption, health care (up to 100 thousand EUR for all 2017 projects).

Requirement: there must be at least 20 percent of all project financial contribution of the project manager. This financial contribution could be the donation from the international donors or partners.

  • Republic of Moldova:
  1. Support for Moldova’s public sector fighting against financial crimes, fraud and corruption;
  2. Promoting women’s social and economic activity in Moldova;
  3. Sharing of the experience of Lithuania implementing successful regional development in Moldova.
  • Ukraine:
  1. Support for education in the areas affected by the conflict in eastern Ukraine;
  2. Development of Ukraine regions promoting small business expansion;
  3. Assistance for Ukraine in the field of psychosocial rehabilitation;
  4. Support for Internally displaced persons in Eastern Ukraine and people affected by the annexation of Crimea.
  • Eastern Partnership region:
  1. Support to the implementation of justice sector reforms in the eastern partnership countries;
  2. Journalism training in the eastern partnership countries;
  3. Trainings for members of parliaments of the Eastern Partnership countries;
  4. Spread of independent information and transfer of Lithuanian experience in strengthening democratic processes in the eastern partnership countries.
  • Migration origin, transit and destination countries, included in the OECD list of aid recipients:
  1. Support for migration origin and transit countries and regions, where support and experience of Lithuania would contribute the most, meeting the needs of partner countries and strengthen Lithuania partnerships with other donor countries;
  2. Lithuanian support for countries of origin in west Africa in implementing measures to prevent irregular migration.

 

  1. Public education and awareness about development cooperation projects
  1. Organization of Documentary film festival on the development cooperation theme (up to 30 EUR thousand);
  2. Youth education about sustainable development goals by 2030 (up to 20 EUR thousand).

CALL FOR CONCEPTS

Ministry of Foreign Affairs of the Republic of Lithuania calls to submit concepts for the implementation of the projects of Development Cooperation and Democracy Promotion Programme in 2016.

Financing will be provided for projects that will be in line with the Development Cooperation and Democracy Promotion Policies of the Republic of Lithuania for 2014-2016, adopted by the Resolution No. 41 of the Government of the Republic of Lithuania on 15th January 2014.

Ministry of Foreign Affairs calls for submission of CONCEPTS for the implementation of projects in the following countries and areas (up to 500 thousand EUR):

1. The Republic of Armenia:

  • Strengthening of democracy and civil society;
  • Implementation of social and economic reforms.

2. The Republic of Azerbaijan:

  • Strengthening of democracy and civil society;
  • Implementation of social and economic reforms.

3. Republic of Belarus:

  • administrative and institutional capacity building for cooperation between local authorities of the Republic of Lithuania and the Republic of Belarus;
  • strengthening of civil society and promotion of youth initiatives;
  • fostering of historical and cultural heritage;
  • economic and social development.

4. Georgia:

  • administrative and institutional capacity building, supporting the implementation of reforms related to EU-Georgia Association Agreement, with a particular emphasis in the areas of energy, fight against corruption, environment protection, climate change and healthcare;
  • regional development;
  • strengthening of civil society and social and economic activity promotion.

5. Republic of Moldova:

  • administrative and institutional capacity building, supporting the implementation of reforms related to EU-Moldova Association Agreement, with a particular emphasis in the areas of energy, reforms in justice sector, banking sector and fight against corruption;
  • strengthening of civil society, especially in the regions, focusing on women and youth activity promotion;
  • public awareness raising on the benefits of European integration, especially in the regions of the Republic of Moldova.

6.  Ukraine:

  • administrative and institutional capacity building, supporting the implementation of reforms related to EU-Ukraine Association Agreement, with a particular emphasis on reforms in the areas of energy, fight against corruption, justice and home affairs;
  • support for healthcare, especially in the field of rehabilitation;
  • strengthening of civil society, especially in the regions;
  • fostering of common historical and cultural heritage.

7. Islamic Republic of Afghanistan:

  • regional initiatives for the country’s economic and social development.

8. Eastern Partnership region:

  • support for media freedom and pluralism;
  • strengthening of democratic institutions.

9. In other countries that are included on the OECD list of beneficiaries:

  • Support for migration origin and transit countries and regions, where support and experience of Lithuania would contribute the most, meeting the needs of partner countries and strengthen Lithuania partnerships with other donor countries.

10. Public education and awareness about development cooperation projects:

  • Periodical new Sustainable Development goals presentation for society of Lithuania;
  • Other society awareness and education about development cooperation projects.

While evaluating submitted concepts for projects, attention will be paid to the horizontal priorities of development cooperation, such as strengthening of democracy and human rights, promotion of gender equality, promotion of women‘s social and economic engagement / activities, environmental concerns and the fight against climate change. Attention will be also paid to how the project will contribute to Lithuania's European integration experience transfer to the Eastern Partnership countries and to dissemination of the above mentioned experience in the regions undergoing transformation.

Projects may involve more than one partner country, if it will allow achieving better results and greater impact of projects.
